A. Overall Concept
Our client, an agency of the Federal Government of Nigeria, is desirous of fast-tracking the achievement of the MDGs in Nigeria by building the capacity and planning competence in 113 participating LGAs. …
A range of government activities will support the scale-up of MDGs investments, directing resource and policy attention towards priority sectors, weak indicators and service delivery bottlenecks. While increasing the value-for-money, co-ordination and impact of interventions a genuine partnership between the three tiers of government and with local communities is expected to evolve. These developments will be stimulated by internal improvements in management and operations, and catalyzed by a Technical Assistant domiciled in each participating LGA.
B. OBJECTIVES OF TECHNICAL ASSISTANTS
1. To assist in a national effort to improve Local Government planning, project management and monitoring capacity in selected Local Government Areas.
2. To catalyze new processes, working practices and priorities within Local Government.
3. To provide a reporting channel on progress in implementation of the CGS to LGAs.
C. WORKING CONDITIONS OF TECHNICAL ASSISTANTS
Technical Assistants are expected to be agents of change within Local Government. They must be resident in the Local Government, will operate from the Office of the Local Government Secretary, and must abide by the rules and regulations of the Local Government. Technical Assistants will only be posted to Local Governments where they are able to engage closely with the local language and culture.
Significant fieldwork throughout the Local Government is required to understand and document conditions. Regular meetings will be held at the State and Zonal levels, requiring extensive travel.
D. ACTIVITIES OF TECHNICAL ASSISTANTS
Technical Assistants will assist in coordinating key MDGs-related activities and supporting members of the Local Government to engage with government initiatives. Many of these activities will be IT-based and Technical Assistants must be fluent in Standard Computer Software and excellent communicators. Examples of relevant activities include analysis of data, needs assessments, project management, planning, reporting, monitoring of projects, making recommendations on highimpact interventions, and undertaking capacity building and workshops for Local Government staff and other key stakeholders.
E. TECHNICAL ASSISTANT (TA)’S QUALIFICATIONS/EXPERIENCE/COMPETENCIES.
(i) Masters Degree in Management or Development-related discipline (Sociology, Economics, Management, Accountancy, Public Administration) and five (5) years work experience in Public or Private organizations.
(ii) OR Bachelors degree in Management or Development-related discipline (Sociology, Economics, Management, Accountancy, Public Administration), and ten (10) years work experience in Public or Private Organizations.
In addition, applicants must demonstrate the following competencies:
• Experience in Project Management and Report Writing.
• Skills in effective teamwork, independent motivation, pro-active initiation of new ideas, communications, relationship building.
• Ability and experience in using core computer software – Microsoft Word, Excel, Powerpoint, and E-mail/internet.
F. TIMELINE/PERIOD OF ENGAGEMENT: One (1) year contract engagement, subject to extension for a second year. Remuneration: Attractive and according to what is obtainable in other relevant organizations.
G. OTHER CONDITIONS OF ADVERTISEMENT (1) Application is for a duration of two weeks closing on Tuesday, 1st February, 2011 by 12.00 noon. (2) Names of shortlisted applicants will be posted on the Website within four (4) working days of closure of application.
Candidates will be contacted through their E-mail addresses and Short Messages Services (SMS) to their GSM. (3) IT-based Aptitude Test takes place in Abuja, Kaduna, Gombe, Ibadan, Enugu and Asaba on Saturday, 12th February, 2011 for shortlisted candidates. (4)
Names of applicants who passed the Aptitude Test and who are to report for final interview/selection will be posted on the Website by Friday 18th February, 2011. (5) Final Interview/Selection takes place in Abuja between Wednesday 23rd and Saturday 26th February, 2011.

H. Method of Application:
